You can get the map by recruiting Templeton in the Burnt Village of the Elves in Chart 3.
Templeton can be recruited at any time after conquering the Dwarf Vault.
Templeton won’t show up the first period you enter the Burnt Village of the Elves during the story.To make him appear, quit the area and re-enter the village.
If you can’t come across Templeton on your first stop by , simply exit and return to trigger his appearance.
The map once aquired, will be displayed on the bottom right corner of the screen once you are in the field. This will show you a wide scope of the area around you in a map format.
In Suikoden 1, there are no accessible maps for towns or inside dungeons, you can only access it in the overworld.

This is the full world map of Suikoden 1 HD Remaster. Some areas lie beyond mountains and forests, requiring you to take specific paths to reach the other side. Others can only be accessed using special modes of transportation, such as boats, flight via dragon, and more!
Recruit Viki to unlock the ability to fast travel to places you've already visited.

The whole world is not known and is unlikely to be so for some time, so Konami are unlikely to release a map covering the entire planet.
Actually Konami have not officially confirmed just how the maps for Suikoden III and IV fit onto those for the first two (they did amalgamate those two at least); this means that any maps given may have problems with scales and may have wrongly extrapolated the interconnections.
Anything showing the positions, sizes, shape and the like of countries we haven't seen, or have only seen a small part of, on the map will be completely speculative on the part of the map maker.
Not to mention that we do not know the size and shape of the Suikoden planet so we have no idea what sort of projection, if any, the map would be in anyway.
Projection is the way that spheres are mapped to flat surfaces, in case of world maps the most common is cylindrical projection. This distends distances the further away from the equator travelled, it is most noticable for near polar regions (compare the shape of Greenland on a flat panel map and a globe.)

The Suiko Map (水滸図, Suiko Zu) is an event item that appears in several games of the Suikoden series.
Information
Templeton noted that the map would be really useful and warned McDohl not to lose it. The map covered most of the Toran region, with towns and other points of interest marked. It was considered highly accurate and it is said that the Toran Liberation Army relied heavily on this map when planning their war against the Scarlet Moon Empire.
A similar map made by Templeton showed the topography and towns around Lake Dunan in detail, and was given by him when he joined the New Alliance Army. It was highly useful as folk could see at a glance where they were on the map. The hero would always keep this map to hand on his travels.
