Make WBs a craftable item you learn the recipes by ‘doing the activity’ (ie you do Tribute Run to get the DMT buff recipes).

All are non-Boonable and stack in lots of 20 (20; because I’m not a jerk). However, the requirements would be lvl 60 and 300/300 in the profession.
No special materials needed, no special crafting stations. Just do the activity and get the recipe and never need to do it [the activity] again. Plus, you make a fair bit of coin from others who don’t want to spend time doing the activity.
Note: There was a suggestion to include Blacksmithing (probably something like an Arcstone*) and Leatherworking (Drums). I’m cool with other professions getting in on the “craftable buffs” market.

Hello. I have been playing on vanilla private servers since 2013 (despite not actually playing vanilla, I started in Wrath), and it has come to my attention that 'world-buffs' are absolutely gamebreaking and a huge annoyance. If you get the onyxia head, songflower and dire maul buffs, you are basically at the level of a person in AQ40 raid gear (you're crit-capped if you're melee, basically). And to break it down:
Songflower: 5% melee/spell crit, and 15 bonus to -all stats- for an hour!
Dragonslayer Buff (Onyxia head): 10% spell crit increase, 5% melee crit increase, and 140 AP (attack-power) for 2 hours!
Dire Maul Buffs: 200 AP, 3% spell crit, and 15% stamina increase.
There is also another one for ZG, but I cannot remember what it is (I think speed increase and 20% stat increase?). But anyway; in my opinion these are borderline game-breaking, and completely undermine the use for consumeables, and they should really just not be able to work in raids, please do not tell me to go play Legion, it's pathetic. We understand that there’s a lot of excitement for Burning Crusade Classic, but we haven’t forgotten about the Classic Era servers. One of the defining features of raiding in Classic has certainly been the prevalence of planet buff stacking, and while there are some interesting social effects – coordinating turn-ins, leveling alts, world PvP at buff locations, there’s also an obvious negative element – once you’re buffed, you’re incentivized to log off and stop playing to preserve your buffs. If you long to log off to travel make dinner or put your kids to bed, that’s completely fine and the timing works in your favor. But if you still want to heal your gear, shop for consumables, or run a dungeon with your friends, then it’s not great to be losing precious minutes on your buffs, or worse, risk dying and losing them entirely. We’ve been wanting to do something about that side-effect, without completely abandoning our philosophy for WoW Classic, so we’re going to try something new in Patch 1.13.7: The Chronoboon Displacer.

Might of Stormwind and Warchief's Blessing are Alliance and Horde versions of the same buff and are exclusive to their respective factions. This buff increases hitpoints by 300. 15% haste to melee attacks. 10 mana regen every 5 seconds. For Horde Players, this buff is applied to anyone inside of Orgrimmar when someone completes the Head of Rend Blackhand quest which comes as a part of a quest chain starting with Warlord's Command. As Alliance it will benefit anyone in Stormwind when the quest End of the Dark Horde quest is completed by any player.
